Steel Buildings? Your thoughts for a low cost small office building?

I live in Pennsylvania. I run a small business which does web development, design, hosting, and other services. I operate from my home right now but really want to build my own small office building so that I can get my staff in there and have a physical place to meet with high profile clients and run our servers, as I think this investment would be cheaper than renting in the long run, and would be more personalized for our company.

I own a 3 acre lot of land, residential zoned (but most likely would have little conflict getting it commercial zoned as there are many other buildings in the neighborhood like eye doctor offices, convenience stores, etc.)

I was looking and was shocked by how cheap steel building structures are. On eBay for around $8,000-$13,000 I can find a decent sized structured kit to start with, or I could have a steel company do me a custom one which may cost more.

My land is almost perfectly level and flat. How much would you estimate it would cost to build a foundation and insulate a 40×50 foot steel building? – The cheapest yet effective way.

Once that’s taken care of, the inside would be no problem. I’d just dry wall and divide it, add tiled ceilings, laminate floors, etc.

I really just want a reception area (maybe 150sqft), a half bath (75sqft), break room (150sqft), executive office(280sqft), small 6 seat conference room (200sqft), consultation room (150sqft), storage/heating,etc. room (100sqft), and general work area for workstations (The remaining 850 or so sqft left).

At the most minimal cost, how much would you estimate (excluding labor) that it would cost to build the foundation and insulation, as well as a ball park of the overall project.

Also, I would imagine the building would be about 15 ft tall. If that helps!
If I were to overlay steel roofing with shingled roofing, and/or used noise reduction commercial fiberglass ceiling tiles, do you think the noise level from rain would no longer be a concern?
